Explanation of Tokyo Ghoul’s CCG ranking system and character ranks

The purpose of the CCGs is to protect humanity in a world where man-eating ghouls coexist with humans.

The Commission of Counter Ghoul (CCG) is a government organization responsible for investigating and solving crimes related to ghouls.

To join the CCG, individuals must graduate from either the Ghoul Investigator Training Academy or the Ghoul Countermeasures Training Center.

Similar to a military force, the CCG operates with a hierarchical ranking system that determines an investigator’s authority and skill level.

Graduates from the academy begin their careers as rank three investigators and can advance through the ranks to become special-class investigators.

The CCG’s ranking system consists of two main divisions: Ghoul Investigators and Bureau Investigators.

Ghoul Investigators are specialized experts trained to track, contain, and eliminate ghouls in order to protect the people of Japan. They are often referred to as “Doves” by ghouls.

Under normal circumstances, only academy graduates qualify to become ghoul investigators and start at rank two.

However, there are rare exceptions where an officer may start as a rank three investigator.

Bureau Investigators primarily work at CCG offices and are mainly involved in administrative tasks. They only join frontline operations in critical situations to support ghoul investigators.

Bureau Investigators receive their training at the Ghoul Countermeasures Training Center and, upon graduation, are assigned to branch offices in Tokyo’s wards as rank three investigators.

The ranking system mainly affects Ghoul Investigators, as Bureau Investigators rarely rise above rank three.

Rank influences various aspects of an investigator’s career, including their level of responsibility, access to dangerous missions and targets, rate of pay, and more.

The investigator rank is divided into two categories: senior investigators and junior investigators.

Senior investigators are highly experienced officers, while junior investigators are subordinates still in the training phase. Junior investigators have limitations on the missions and targets they can undertake.

Senior investigators start at first class and can advance to special class, while junior investigators begin at ranks three through one.

Below is the list of investigator ranks in ascending order:

  1. Rank 3: This rank is primarily held by Bureau investigators who handle paperwork and act as backup for ghoul investigators in emergencies.
  2. Rank 2 (Third Class): Ghoul investigators usually start their careers at this rank after graduating from the Ghoul Investigator Training Academy. They work under the guidance of senior investigators and must gain experience and achieve notable accomplishments to be eligible for promotion.
  3. Rank 1 (Second Class): This is the highest rank for junior investigators. They have some experience but are not yet at the peak of their careers. Rank 1 investigators cannot handle A-rated ghouls and still have room to grow.
  4. First Class: First class investigators are skilled officers with significant expertise. They often train junior investigators and are capable of handling C-rated through S-rated ghouls independently.
  5. Associate Special Class: This rank is attained by a select few investigators who have the authority to oversee operations and manage specific wards. They can confront SS-rated and SSS-rated ghouls, second only to special-class investigators.
  6. Special Class: This is the highest rank achievable in the CCG agency and is held by a small number of investigators. Special class investigators are considered the strongest and oversee the day-to-day operations of their assigned wards. Their opinions carry significant weight in agency meetings, and they are frequently seen in action.

As for Ken Kaneki, at some point in the series, he lost his memory and worked as an investigator under the name Haise Sasaki. During his tenure, he quickly ascended the ranks and became an Associate Special Class Investigator, earning the nickname Black Reaper. Later, after regaining his memories and embracing his true identity as Kaneki, he left the agency to lead the ghouls as the One-Eyed King.
